Why can I not edit mine or my employees 'Time Clock' punches?

Only Users with a 'Manager' Role set-up in User Administration can edit Time Clock punches. This is not a permission you can turn on or off on the Permissions page. It actually comes inherent with the 'Manager' Role. So any employees you don't want to edit their punches, should not be set-up with a 'Manager' Role and vice-versa.
